Dear IN-WG members,

    I have updated and upgraded the two sets of meeting notes to
working documents on 'goals' and 'discussion topics'.  

    With these changes I hope to have clarified somewhat where we
are, and what steps follow.  Dave's comments of 16 Sep. prompted
some of the changes but there are more things in his email that
will have to be revisited.

    The renumbering of questions may be a temporary nuisance --
hopefully not too serious.  

    The assignments were also altered according to the ays and 
nays received.  Please let me know if I got something wrong.

    Most ipmortant: please remember the end of September target
date for first inputs!!!
